Zachráňme Rokokový kaštieľ v Šaci a jeho chránené okolie pred výstavbou

Vážení priatelia, obdivovatelia umenia, architektúry, histórie, demokracie a právneho štátu,

dnes je Národná kultúrna pamiatka Rokokový kaštieľ v Šaci (zapísaný v ÚZPF pod č. 4127/1) v najvážnejšom ohrození od svojho vzniku v roku 1776. Jeho hospodárska budova – Sýpka – je pôvodný renesančný kaštieľ, ktorý tu stál už pred rokom 1540.

Citát (Gregor Gottfried Dehio, 1900):

„Architektúru nemožno izolovať, nie je múzejný exponát. Pamiatku možno zničiť nielen priamo, ale aj nepriamo – disharmóniou jej prostredia.“

Preto je márne 25-ročné úsilie vlastníka aj dobrovoľníkov z Občianskeho združenia RKŠ, reštaurátorov a širokej verejnosti o autentickú a odbornú obnovu kaštieľa, ak sa jeho bezprostredné okolie znehodnotí.

👉 V roku 2004 bolo po viac než dvoch rokoch snáh Ministerstvom kultúry SR vyhlásené ochranné pásmo tejto NKP. Následne bolo vydané aj usmernenie – odborná a metodická pomoc vlastníkom a obci, kde Krajský pamiatkový úrad jednoznačne uvádza, že na území ochranného pásma kaštieľa nie je možné uvažovať o novej výstavbe. Toto stanovisko KPÚ Košice bolo podrobne vysvetlené z pohľadu Zákona o ochrane pamiatkového fondu aj z pohľadu medzinárodných zmlúv a dohovorov.

Napriek tomu dnes Stavebný úrad mesta Košice vydáva stavebné povolenia na výstavbu rodinných domov na západnej časti ochranného pásma kaštieľa – so súhlasom KPÚ Košice, bez riadneho a dostatočného zdôvodnenia, a teda nezákonne.

Snahy o zastavanie celého ochranného pásma (vrátane južnej časti) vedú k devastácii parku a jeho postupnému zániku. V súčasnosti už dochádza k zasypávaniu jazierka stavebnou suťou a k záhadnému vyschnutiu chránenej dreviny č. 1 v Košickom samosprávnom kraji – známej ako „Šačianske Tisy“.

👉 Aktuálne prebieha súdne konanie na Správnom súde Košice o zrušenie stavebného povolenia na výstavbu rodinných domov v ochrannom pásme kaštieľa.

My, nižšie podpísaní občania, žiadame:

1. Zastavenie výstavby rodinných domov v ochrannom pásme kaštieľa v Šaci.
2. Dodržiavanie platného zákona o ochrane pamiatkového fondu a medzinárodných dohovorov.
3. Ochranu a obnovu celého areálu vrátane parku, jazierka a chránených stromov.

Podpisom tejto petície vyjadrujeme, že osud Rokokového kaštieľa v Šaci nám nie je ľahostajný.

Dear friends, admirers of art, architecture, history, democracy, and the rule of law,

Today, the National Cultural Monument Rococo Mansion in Šaca (registered in the Central List of Monuments under No. 4127/1) faces the most serious threat since its foundation in 1776. Its farm building – the Granary – is in fact the original Renaissance manor house that stood here already before 1540.

Quote (Gregor Gottfried Dehio, 1900):

“Architecture cannot be isolated, it is not a museum exhibit. A monument can be destroyed not only directly, but also indirectly – by disharmony in its surroundings.”

Therefore, the 25 years of efforts by the owner, volunteers of the Civic Association RKŠ, restorers, and the public for authentic and professional restoration of the manor house are in vain if its immediate surroundings are degraded.

👉 In 2004, after more than two years of efforts, the Ministry of Culture of the Slovak Republic declared a protective zone for this National Cultural Monument. Subsequently, a guideline was issued – providing expert and methodological support to the owner and the municipality – where the Regional Monuments Office clearly stated that new construction within the protective zone of the manor house is not permissible. This position was thoroughly explained both from the perspective of the Act on the Protection of the Monument Fund and from the perspective of international treaties and conventions.

Nevertheless, today the Construction Office of the City of Košice is issuing building permits for family houses in the western part of the protective zone – with the consent of the Regional Monuments Office in Košice, without proper and sufficient justification, and therefore unlawfully.

Efforts to build across the entire protective zone (including the southern part) are leading to the devastation of the park and its gradual disappearance. At present, the pond is already being filled with construction rubble, and the protected tree No. 1 in the Košice Self-Governing Region – known as the “Šaca Yews” – has mysteriously dried up.

👉 Currently, court proceedings are underway at the Administrative Court in Košice regarding the annulment of the building permit for family houses in the protective zone of the manor house.

We, the undersigned citizens, request:

1. The immediate halt of construction of family houses within the protective zone of the Rococo Mansion.
2. Compliance with the valid Act on the Protection of the Monument Fund and international conventions.
3. The protection and restoration of the entire area, including the park, the pond, and the protected trees.

By signing this petition, we express that the fate of the Rococo Mansion in Šaca is not indifferent to us.
