Petícia za zrušenie Smernice Slovenskej kynologickej jednoty platnej od 01.01.2019

Cieľom tejto petície je vyjadrenie nesúhlasu a požiadavka na zrušenie Smernice pre udeľovanie titulu "Majster Slovenskej republiky" a výcvikovej značky, respektíve výcvikovej licencie v športových kynologických odvetviach, ktorá bola schválená Prezídiom Slovenskej kynologickej jednoty v Bratislave dňa 12.12.2018, s účinnosťou od 01.01.2019. http://skj.sk/documents/SMERNICA_SKJ_k_udelovaniu_titulu_Majster_SR.pdf Táto smernica nepovoľuje štart psov bez preukazu pôvodu na športových kynologických akciách od 01.01.2020 (s výnimkou základných skúšok a výnimkou pre agility) ako aj neumožňuje psovodom štartujúcim so psom bez preukazu pôvodu získať titul Majster Slovenskej republiky. Táto smernica je diskriminačná a neopodstatnená. Jej účelom má byť boj proti množiarňam psov bez preukazu pôvodu (pravdepodobne...), čo je však problém neriešiteľný cez športovú kynológiu. Problém množiarní je riešiteľný prijatím príslušných zákonov a opatrení, ktoré však musia byť následne aj kontrolované a hlavne postihnuteľné. V športovej kynológii sa na skúškach prezentuje minimum psov pochádzajúcich z množiarní. Útulky sú plné psov nie len z množiarní, ale predovšetkým krížencov, ktoré pochádzajú z dedín a cigánskych osád. Táto smernica nám preplnené útulky nevyprázdni. Skôr naopak. V okolitých krajinách podobné obmedzenie neexistuje. Nechceme, aby bolo Slovensko krajinou, kde nemajú zvieratá z útulkov možnosť prezentovať sa na športových kynologických podujatiach. Nepodporujeme množiarne psov bez preukazu pôvodu, ale nevidíme dôvod na zákaz športovania so psom z útulku, z ulice, s neuznaným plemenom atď. Cez kynologický šport sa navyše šíri osveta proti množiarniam, pretože skúsení kynologóvia vedia ľuďom neznalým pomerov a problematiky okolo množiarní vysvetliť tento problém, ktorý je pre laickú verejnosť častokrát nepochopiteľný. Prečo by pes bez preukazu pôvodu so svojím psovodom nemohol športovať a aktívne sa zúčastňovať pretekov? Jedná sa o šport a v športe ide predsa o preukázanie schopností a naučených zručností. Vyhrať má ten najlepší. Športová kynológia je pre väčšinu psovodov hobby, nie zárobková činnosť. Máme veľa psovodov, ktorí venovali príprave svojho psa bez preukaze pôvodu veľa času, úsilia aj peňazí. A nie preto, aby zarobili. Jednoducho je to ich záujmová činnosť. Niekto behá pre radosť, niekto cvičí psa. A toho bežca sa nikto pri prihlasovaní na preteky neopýta, či je biely alebo čierny. Navyše je v kynológii čoraz menej mládeže a týmto opatrením sa určite záujem nezvýši. Bojujme proti tejto nezmyselnej diskriminačnej smernici a ukážme svojimi podpismi kompetentným osobám, že na Slovensku chceme aj naďalej športovať so psami bez preukazu pôvodu.

Žiadame Slovenskú kynologickú jednotu o zrušenie uvedenej smernice. Smernica je diskriminačná a problém množiarni nerieši. Treba nájsť spôsob, ako postihovať množiteľov, nie ľudí, ktorí psov adoptujú.

The aim of this petition is to express our disagreement with the “Directive for Awarding the Title of ‘Majster Slovenskej republiky’ (Champion of the Slovak Republic) and Training Licences in Cynological Sports and its Related Branches” which was approved by the board of Slovenska Kynologicka Jednota (SKJ) in Bratislava on December 12, 2018 with effect from January 1, 2019 (http://skj.sk/documents/SMERNICA_SKJ_k_udelovaniu_titulu_Majster_SR.pdf) and to demand that this Directive be repealed.

The Directive covers all cynological sports united under SKJ; in addition to sport cynology it also includes obedience, dogdancing, agility, rescue dogs and others. The Directive states that non-pedigree dogs will no longer be permitted to participate in cynological sports events as of January 1, 2020 (with the exception of dogs taking basic exams and participating in agility events) and also excludes non-pedigree dog handlers from obtaining the title of ‘Majster Slovenskej republiky’ (Champion of the Slovak Republic).

This Directive is discriminatory and groundless. While it is claimed to aid the fight against puppy mills, it is difficult to see how this problem can be solved through cynological sports rather than through the adoption of new laws and regulations which must then empower the authorities to issue appropriate punishments. Only a tiny minority of dogs participating in exams come from puppy mills. On the other hand, dog shelters in Slovakia are primarily full of stray crossbreeds which have been found roaming villages and Roma settlements. This Directive will not empty our dog shelters; it may in fact have the opposite result. No such restriction exists in neighbouring countries and we do not want Slovakia to be the only country where shelter dogs have no opportunity to attend cynological sports events. We in no way support puppy mills, but we do not see any reason why shelter dogs, rescued dogs or former strays should be prevented from participating in sport. Moreover, cynological sports can in fact contribute to raising public awareness of puppy mills, because skilled cynologists can explain this often incomprehensible problem to ordinary people who may be unaware of the issue.

Let’s fight against this mindlessly discriminatory Directive and show the relevant authorities that we still want to do sports with non-pedigree dogs in Slovakia. We ask SKJ (Slovenska kynologicka jednota) to repeal this Directive which is both discriminatory and does nothing to solve the problem of puppy mills. We must instead focus our efforts on promoting legislation which can punish breeders from puppy mills rather than punishing people who adopt dogs.                    

“Article 4  

1. Dogs without a pedigree held by persons over the age of 18 are allowed to enter cynological sport events of a national (i.e. nationwide) character, organized by SKJ or its contractual, associate or regular members, only until 31 December 2019. After this deadline the entry of dogs without a pedigree with persons over 18 years of age will no longer be permitted.

2. After 31. December 2019 dogs without a pedigree may obtain a training mark (working exam) or a training license only in basic categories (note – e.g. in obedience this would mean only in beginners’ class).

3. A dog without a pedigree may not be awarded a training mark (working exam) or a training license in any category higher than the basic category as of 1 January 2020.

4. Young people under 18 years can enter cynological sport events with dogs without a pedigree without limitation but only in basic cynology categories.

5. Young people under 18 years can enter cynological sport events of a national (i.e. nationwide) character with dogs without a pedigree in higher cynological categories until 31 December 2020. After this date, entry or participation in trial-license activities in the sense of this binding instruction will not be not permitted. 6. The provisions of paragraphs 1 to 5 of Article 4 of this directive do not apply to the cynological sport of agility; however representatives of cynologist organizations involved in agility will exercise an influence on their members to carry out this type of cynological sport primarily with dogs with a pedigree.”
